Our Mission
Strengthening Home Health Through Connection
The Provider Network Association exists to unite home health agency owners and operators under a shared mission: to elevate the quality, visibility, and sustainability of home health care across the nation.
We believe that when providers are connected — to each other, to resources, and to the policymakers who shape their industry — the entire home health ecosystem becomes stronger. Our work is rooted in that belief.
Our Story
From a Shared Frustration to a National Network
Provider Network Association was founded in 2012 by a small group of home health agency owners in the Southeast who were frustrated by the lack of industry coordination. Regulatory changes were happening faster than individual agencies could track, and there was no unified voice representing home health providers at the policy level.
What started as a regional coalition of a dozen agencies has grown into a national association representing hundreds of providers across 38 states. Today, PNA is recognized as a leading voice for home health at both the state and federal level — and a trusted resource for agency owners navigating an increasingly complex industry.
Our growth has always been driven by one thing: the genuine value our members find in being part of the network. When providers connect, share, and advocate together, everyone benefits — including the patients they serve.

Leadership Team
The People Behind the Network
Margaret L. Torres
Executive Director
Margaret brings over 20 years of healthcare association leadership to PNA. She previously served as Director of Policy at a national long-term care organization and has testified before Congress on home health reimbursement reform.
David K. Osei
Director of Member Services
David oversees all member engagement programs, regional chapters, and the annual national conference. He joined PNA after a decade running his own home health agency in Georgia.
Patricia Nguyen
Director of Policy & Advocacy
Patricia leads PNA's government relations work, managing relationships with state health departments and federal agencies. She holds a Master's in Health Policy from Georgetown University.

The Provider Network Association can help providers identify resources relating to compliance challenges across Medicare and Medicaid, insurance, documentation, billing, EVV, state regulations, policies and procedures, credentialing, provider enrollment, internal compliance reviews, and corrective-action planning.
Our goal is to help providers understand potential compliance issues and connect with appropriate professionals when specialized assistance is needed.
